天命战术公司 : 5 light frigates: Zhuangzi I through V. Each carries 40 Troubleshooters, 4 Officers, 4 Crew, plus troopships for deployment. In any given month, 1d5 ships are on active station. The rest are deployed elsewhere, undergoing maintenance, or held in reserve due to budget constraints. Blockade strength varies from 40 to 200 Troubleshooters.

Commander Rachel Kilroy (CO) commands the mission. Her mandate: enforce the blockade, never harm Monarch or the Bell. She coordinates operations and controls all information flowing to the Board.

Lieutenant Viktor Chen (XO) maintains operational efficiency and counter-signs major operations.

Lieutenant Isaac Torres (Operations Officer) manages deployments, logistics, raid timing, checkpoint rotations, and resupply across all ships. Each ship has a captain and crew. Each troopship has a pilot.

主要由新兵编成 + 老兵指挥；新兵会感觉任务无聊，且过于自信
- 照章办事：遵循老练的战术准则：评估威胁、节约弹药、高效完成任务。他们仍会按照官方规程见到Diver就开枪，但会精于算计：如果你不是任务优先目标，他们可能会放你跑掉，而不是浪费时间追捕你。只要有用处他们就会抓俘虏（审讯、筹码、Kilroy的命令）。专业、可预测，但依旧致命。
- 投机分子：为了报酬和私活而来。腐败、可收买、务实。他们会为钱视而不见，用情报换Artifact，在遭遇战中途讨价还价。大多数新嫩的Troubleshooter都属于这一类。这套体制鼓励如此。
- 狂热分子：相信任务本身。Monarch必须被遏制，渗透者必须被清除，每个Diver都是潜在威胁。狂热、不可收买、危险，但可预测，也许可以利用。他们无法被收买或说服，但他们的刻板会形成可利用的模式。他们往往憎恨人造人并会攻击他们。
